The crowd is an index of cultural character which makes up human civilization. Masses of tourists visit the popular art places which are about to inform them about the character of human behavior in the past.

Social aspects are concerned with education, management and control. Individuals and groups seeking to persuade a crowd to take over their view (e.g., political rallies). However, society usually tries to restrain the crowds in an acceptable manner, or discharge their energies while averting excesses or mob behaviour.

Ultimately a decision is made politically and usually executed by law enforcement.
